The SOC mission is to create sustainable improvements that transform systems of care by integrating entrepreneurial solutions from the public, private and non-profit sectors.


Stewards of Change uses a multi-disciplinary approach that adapts models and tools from the business sector to apply to government and non-profits. We focus on new ways to bridge and/or break down organizational silos and re-align policy, practice and structures required by an interoperable world - one that depends on real-time exchange of comprehensive, accurate information.


Stewards of Change facilitates cross-sector learning, catalyzes innovation, and is building a national vision and a replicable process for building a Connected Health, Education and Human Services System. We act as thought leaders, trusted advisors, professional conveners and marketing and communications experts. We approach our work as social entrepreneurs and are structured as a business with a social mission.


Our Vision for a Connected Health and Human Services System
 

Human Services 2.0™ is a theory of change that describes the long-term vision of a connected health and human services organization. The theory of change rests on three organizational pillars including policy, structure and practice. Taken together these pillars represent a comprehensive view of the organization  By placing the customer in the center, rather than individual programs, systems can be optimized to meet individual’s needs, build self sufficiency and improve outcomes and operational efficiency. 

Human Services 2.0 can be thought of as the overarching conceptual architecture guiding the assessment, design, development and implementation of interoperable systems. It provides a means to organize disparate parts, visualize a collective future and connect the users with the technical components in an adaptive, accessible, and understandable manner.

InterOptimability™ is the process that organizations can use to build a comprehensive roadmap for achieving interoperability as envisioned in the Human Services 2.0 theory of change.  The overall approach includes 1) a process for creating a long range, integrated Change Vision Landscape to guide the organization in the future 2) a set of ten “drivers” that describe the specific human, organizational and operational competencies associated with successful interoperability initiatives, 3) a set of analytical tools and templates for assessing organizational readiness needed to plan and build an interoperable system.

The InterOptimability process is divided into the following nine steps:

1. Orientation to Human Services 2.0 – InterOptimability Theory and Practice
2. Create a  ‘To Be’ Change Vision Landscape and InterOptimability Roadmap
3. Review and assess the ‘As Is’ Business Processes
4. Conduct an ‘As Is’ Information Technology Assessment
5. Evaluate Organizational Readiness
6. Build ‘To Be’ Business Process Frameworks
7. Develop a  ‘To Be’ Information Technology Solution
8. Perform Gap Analyses
9. Synthesize learning, Present Recommendations and Action Plans

During the 2007 National Stewards of Change Conference, approximately sixty senior leaders from child welfare, human services, business, academia, and foundations from 25 jurisdictions created the first national Change Vision Landscape for Human Services 2.0. It is both a vision of the desired future state and a model to capture and share best, work and next practices associated with implementing interoperable technologies.
